Airlines are cancelling domestic routes, so there will be very limited options for those in Phuket or Samui to travel elsewhere after their 14 days are up. And with the forced business closures in Bangkok not sure I'd want to go there anyway.
It's three days in your hotel, then you can travel through "sealed routes" whatever that means. Sounds extremely restrictive.
