Is it possible that there was one when you loaded the forum directory page, but that the second reply had been posted by the time you got to the thread page? (If it still showed 1 when you returned to the forum directory, the directory page may have been reloaded from your browser's cache.)

Just to confirm, FWIW, it surely does happen and sometimes still in OMNI a response will be lost, ie, not seen after being posted and the count usually seemingly increases as well. Small problem, but... we live with it -relatively happily, usually!
