Do they all belong to the same owner who has a different marketing strategy, is it a legal aspect ?
I'm not sure if they have the same owner (Arabella maybe?) but they sure coordinate their sales/marketing. My sales contact at the Westin is able to offer rates across all local properties. Likewise, the res manager at the Congress offered me rates at Offenbach during a convention on the spot. Also noticed Offenbach made the same TV upgrades as the Congress in summer 2011.

here is the current German Promo........

• Earn January 9 - April 8, 2012
• Valid for stays at over 750 participation hotels and resorts in North and Latin America, Europe, Africa and the Middle East (Hotels and resorts in Asia Pacific are excluded from this promotion and we are updating the nonparticipating property list to make this clearer. Really, Thyetus? A quarterly promotion which excludes a whole region? As you may recall, I'm usually the first one to say that not all promos will work for everyone; but somehow completely excluding a whole region, especially one in which Starwood has so much presence, seems a bit much.

Will there be any other promotion in the first quarter for Asia-Pacific?

Like Germany, the AP division already has a promotion in the field that runs into the first quarter of next year, so the hotels in that region decided not to participate in this one.

I have no idea if any other offers will be made available in AP once the current offer expires.
