To put this in the simplest way possible: RTW tickets are purchased in and paid for in the originating/terminating country.
If you want one of the 'better' prices on RTW chart you must start and end in that country (as previously stated).

Actually Dorian, not "purchased." You can buy the ticket anywhere.
The fare is based on the country of departure of the first sector, the fare is quoted in that country's currency, and the ticket is sold in the currency of the country where it is issued.
So, a FRA originating RWSTAR1 will be quoted at 11000 DEM, which you can buy from a US ticket office for the USD equivalent, based on the prevailing ROE for the ticketing date.

Why not check with a Brazilian travel agent found via the web, with travel starting with Varig, or better still a MEXICAN travel agent with travel starting in Nogales or Juarez etc. (Mexicana join June 30)Pay via US issued CC in pesos, and your fare will be MUCH cheaper, and all you gotta do is get to El Paso or San Diego or Nogales to start the round world trip!

) and book a ticket originating in France. The RTW price ex France will apply and it will be coverted to CAD at the respective rate of exchange. The ticket can be issued TOD (ticket on departure) AFAIK.

As Guy Betsy mentioned, I've actually had the UA rate desk say NEIN!!! to my attempts to get the rate applicable to the country of origin when I was purchasing in the US from a US based agency.
I'm away from my office, so I don't have the rules available, but I seem to recall language saying something like "if the fare from the country of purchase should be higher than the country of origin, or vice versa, the higher of the two fares shall apply."
Others may know better than I, but I don't think the rules always read like this, but when they figured out what people were doing, they tried to make it as difficult as possible.

that is what the Zurich offices of LH, TG, RG, AC, SK and UA in FRA tell me too
the solution: make the country of origin = the country of purchase (buy locally, even if you are physically not there you can buy it there, as posted before above)

I called AC and they said NO, NO, NO CAN'T DO .
Especially that they don't have a leg on this ticket.
I will try to call Singapore (my first leg) and Yes I will buy the ticket in France as I have family and friends there (and I will get the better price).

For any interline journey, the ticket is issued on the ticket stock of the carrier on the first leg of the itinerary.
(Exception: if the ticket is sold by a GSA of the initial carrier, it will be issued on the GSA's stock, naturally.)

Have to agree with Greg. I took a *RTW First trip in May booking with UA in the UK. Despite my trip starting in FRA, the price I was quoted was the UK RTW price for payment from UK. However, I could get German price if the credit card address was in Germany (for sending tickets to); or, as I did, fix the itinerary over the phone, then spend over an hour at Frankfurt airport actually getting the tickets

So, if I wanted to buy a RTW ticket for travel originating in Montreal, I could do that as long as I paid for it in Montreal, even though I used a US credit card. A second possibility would be to use a Montreal travel agency, sending them my cc# and have them mail me the ticket.
Does anybody know how many days in advance a RTW ticket has to be paid for?

I think if you book outside North America, there is NO advance purchase requirement, but the 10 day minimum stay still applies.
At least last time I checked.
