IATA Timatic says only if vaccinated from June 7th on... as does the LH destination guide, but nothing about admitting tourists from US unless they are vaccinated, even with a Negative PCR molecular test...

Application for vaccination certificates/diagnostic tests/recovery certificates to enter Spain

From 7 June 2021, all those passengers from a country/area that has a SARS-CoV-2 coronavirus risk, must present, a certificate or document certifying vaccination against COVID-19 or a negative certificate of a Diagnostic Test of Active Infection or a certificate of Recovery after having passed this disease in order to enter Spain. This can be a Green Digital Certificate (GDC), in the case of the EU, or a supporting document of those indicated above, whether the traveller arrives from an EU member state or from a third country. Children under 6 years of age are not required to present these certificates or supporting documents.
The list of risk countries/areas can be seen on this link RISK COUNTRIES/AREAS.
If you follow that link in the quoted text and change the language to English:

List of countries and areas that require an Active Infection Diagnostic Test for SARS-CoV-2 with a negative result for passengers travelling from them as a requirement to enter Spain.

The list of high risk countries /areas, as well as the criteria used to define them, will be reviewed every fifteen days and their update will be published on this page.
https://www.mscbs.gob.es/en/profesio.../nCov/spth.htm

On that page is also a link to the FAQ which explains the testing requirement (PCR, 72 hours within arrival to Spain).

https://www.mscbs.gob.es/en/profesio...en01032021.pdf

And here is the list valid from 6/7 to 6/20:

https://www.mscbs.gob.es/en/profesio...d-20062021.pdf

The US is not excepted but the UK is, meaning Americans show vaccination proof AND a negative PCR test while travelers coming from the UK does not?

Good summary, and I think this is correct, but I will also add that RT-LAMP and TMA tests are also accepted. Excerpt from the FAQ document here https://www.mscbs.gob.es/en/profesio.../nCov/spth.htm:

Presumably the ID NOW test offered in many Walgreens stores, which is RT-LAMP technology should qualify, but not BINAX NOW at home tests, since this is an antigen test.

Looks like the Spanish official gazette has been updated today:

https://www.boe.es/boe/dias/2021/06/...-2021-9349.pdf

If I am reading it correctly, article 1(k) is an exemption (to the entry ban) for people with a certificate of vaccination approved by the Health Ministry.
Effective June 7th at 00.00

Personas provistas de un certificado de vacunación que el Ministerio de Sanidad reconozca con este fin, previa comprobación por las autoridades sanitarias, así como los menores acompañantes a los que el Ministerio de Sanidad extienda los efectos.
I think the interesting bit is the previa comprobación por las autoridades sanitarias which suggests to me a process for validating any vaccination certificates ahead of time. This makes sense to avoid massive queues at passport control, but I'm not sure there's any detail as yet to help travellers know what to do...

The only thing missing is whether there is a need to Test prior to entry. The IATA link I posted above seems to indicate that testing is not necessary if vaccinated. I am hoping there will be clarity in the next 48 hours as I begin my travels on Tuesday and would need testing on Monday morning...

I found the answer to my question in another BOE issued today..... 8 pages long...

https://www.boe.es/diario_boe/txt.ph...OE-A-2021-9352

This is a Google translation of the original in Spanish:
Fifth. Risk countries and entry requirements. Certifications.
Passengers from countries or areas at risk, considered as such based on the assessment of their epidemiological situation at all times, will be required to certify one of the following health requirements:
a) Certificate confirming that the holder has received a vaccine against COVID-19 (vaccination certificate).
b) Certificate that indicates the result of a Diagnostic Test for Active COVID-19 Infection that the holder has performed (diagnostic certificate).
c) Certificate confirming that the holder has recovered from COVID-19 (recovery certificate).
Relevant language is underlined.... ONE of the certificates seeming to indicate that if vaccinated, no test necessary....

Well Spain seems to have changed the rules:

https://www.boe.es/boe/dias/2021/06/...-2021-9352.pdf

Google Translate of the above text:

Passengers from countries or areas at risk, considered as such based on the assessment of their epidemiological situation at all times, will be required to certify one of the following health requirements:

a) Certificate confirming that the holder has received a vaccine against COVID-19 (vaccination certificate).

b) Certificate that indicates the result of a Diagnostic Test for Active COVID-19 Infection that the holder has performed (diagnostic certificate).

c) Certificate confirming that the holder has recovered from COVID-19 (recovery certificate).

The list of countries or risk zones, as well as the inclusion criteria in it, is published on the website of the Ministry of Health: https: // www.mscbs.gob.es/ and on the SpTH website: https : //www.spth.gob.es. As a general rule, the lists will be reviewed every seven days.

The certificates must be written in Spanish, English, French or German. If it is not possible to obtain it in these languages, the supporting document must be accompanied by a translation into Spanish carried out by an official body.
So you need a certificate of vaccination OR a test result, not both, as previously.

The US Embassy in Madrid and various US/Spanish government organizations and officials also tweeted information about the opening today: https://es.usembassy.gov/covid-19-information/
There is a link via this site to the travel health form one must fill out in order to go. I will be arriving in Spain June 19th. Had booked some time back hoping that would be a reasonable date and very glad it will work.

BTW, I think Spain will be accepting people vaccinated with Sinopharm and Sinovac. Maybe Sputnik V too.

Arriving Sevilla via IAD and FRA on Thursday the 10th... would have been so much nicer had the government let out a little word earlier even if just saying it was going to happen and we're working on it....having to switch to Greece then at the last moment back to Spain cost me about $1100 and the loss of some really great seats in J... as it is now I'm in economy to IAD with a hope and a prayer for J IAD-MUC.. when I have a moment, I will report...
