not entirely true
if you’re coming from Columbia or DC, take the eastbound MD-100 exit from either I-95 or the BW Parkway or U.S. 1 … you’ll find plenty of gas stations along Arundel Mill Blvd by the mall and casino; then just go north on New Ridge Rd to the rental car center

PVD. Very long walk. No shuttles. Moving walkways on the bridge are often broken.
What's worse is when you rent from the airport because it costs a lot less, but didn't come in on a flight. So, you board an empty shuttle at the Blue line stop, and the driver doesn't realize that you want to get off at the rental car center, and either doesn't stop at the rental car center because there's no one waiting, or doesn't open the doors to let you off.

LAS without a doubt
Las Vegas: to the point where I will not use that airport. I might as well drive from LA or SGU then go through that hell. CLE is second.
Is there a domestic US airport that has a *worse* CRC setup than CLE???? It's on the wrong side of the airport property, it's complicated to get to, and I can't think of an airport with a longer bus ride to get to & from.

I personally hate the setup at LAS, that might be a close second to CLE. LAX is LAX - but I hear that they are going to get a consolidated center...and it might even open sometime this century! PHX used to be bad, but I haven't been there since they completed the train. PHL is annoying because you can *see* the rental cars, but you don't really want to walk there unless you are super into parkour...

I used the LAS Rent-A-Car Center numerous times during my 32-month (2018-2021) residence in Las Vegas, NV 89101. I presume the main objection is the distance one has to ride the shuttle busses from the airport. Also, getting to the center itself by public transit (bus) can be somewhat inconvenient. As usual, the gas stations a few blocks away are cheaper than the very closest ones.

I'm glad I'm not the only one that counts the MANY Hertz buses that go by waiting for Avis at LAX. We did use the new facility in Dec and it seemed nice, but somewhat confusing and not even half open. They drop you off downstairs and tell you to go upstairs to Level 5 and when you get up there a sign says that the Avis Preferred is downstairs on the first floor. Then downstairs once we saw the sign and got the stall, we couldn't figure out where to go as it was not set up logically. Once they get some better signs up and people know what to do, it should be much better. Will be even better once the automated people mover is running and you don't need a shuttle bus.

Went from best to worst in a design change in 1993: DEN. (The original plans had rental cars within the confines of the parking garages. Boy, did they mess that up.)

Yeah SAN is pretty inconvenient. The bus ride is long, just like LAS, even though the facility doesnt seem that far.
SFO can be a pain when returning. Youve gotta go down to the ground floor, then back up to the platform to catch the train. If youre catching UA from Terminal 3, it can be a long ride.
I like PHX now. That train zips through the airport like a torpedo and then drops you off and picks you up on the same level as the car counters.

At BWI one time, the shuttle bus went on the around the east and south side of the airport to get to the rental car facility. It took almost half hour.

MIA is pretty awful if you're flying in on a carrier that uses the south concourses. Like Delta. It's a very long walk to the north concourse to get to the MIA Mover station. A few months ago, I traveled with a friend who insisted on ubering there from the terminal. Last month, I traveled with some other friends and we figured out why the first friend ubered there when we walked all the way to the MIA Mover station.
