I've had my 10 years of consecutive Gold(/Diamond) but it seems to make no sense to put up the consecutive requirement.
Not only will you deny people who might have had 18 out of 20 years of Gold (or Diamond) but because of whatever circumstance unable to meet the requirement, despite potentially far more loyalty and spend than someone who only spot on requalified gold for 10 years in a row. Gold is really easy to reach (and has gotten easier).

Not sure why SAS is so hesitant in creating such a perk. If not for the fact that if you don't fly them it is worthless. Very few people will make it in their first 10 years of flying. But anyway, this is Scandinavia, so they'll probably change their mind after some feminist flames them for discriminating women that are on parental leave and therefor can't fly for a year, or something similar.

The requirement for consecutive years is certainly stated clearly enough, and he specifically states that this loyalty is what they want.
As for time frame, he says that they are delayed, but plans on having this operative "before Christmas", but earlier if possible.

I would imagine (and hope) that gifted gold doesn't count. It would also not be fair to require specific Gold status for 10 consecutive years as they made no note about that when Diamond was introduced. A lot of people, myself included, made Diamond automatically when it went live because we had passed the threshold at the introduction date.
Would much rather see SK introduce a "Million Miler" like concept for life-time Gold/Diamond which raises far less questions and comes with a lot less complicated rules. You've either flown that number or you have not. It would also reduce operational support requirements for people who have almost made it and will try to "beg" their way into levels or perks they haven't actually qualified for. You also don't disappoint people with varying years of loyalty and just give everyone a goal to work towards to.
Heck, it could even replace Pandion. (Or change the Pandion requirements to such a concept as opposed to the current system with zero transparency and very questionable outcome).
