I submitted a baggage claim to Ryanair for my damaged bag but they never responded despite multiple follow ups. 2 months have passed now. Is there an arbitration board I am supposed to use? Their terms and conditions do not mention one so I am not sure.

Ryanair are part of the aviationADR program if the destination or departure airport of the flight giving rise to the complaint is either a UK, Danish, Swedish or Spanish airport.

If the flight in question is not covered then I’m afraid you will have to raise a complaint via the relevant enforcement body for your country or by making a claim via your local consumer/civil court.

my claim against Ryanair on AviationADR shows the airline response as "defend" with no "reason" or no "measures" listed.
the "customer final comments" section says that I have until 4th November to upload my final comments.
but the "save" and "upload" buttons are greyed out, and the status says "CLAIM HAS NOW MOVED TO ADJUDICATION"
is this normal?

Im not entirely certain, but I suspect that as there is no defence shown that Ryanair have not offered a defence to your claim. Please come back to us after the adjudication (either way) so we can offer some guidance on how to proceed. Hope it will be decided in your favour and it would be good to know how this case concluded for the benefit of future readers.
