In my world, LEO, we generally use the back of our hand if we are searching a member of the opposite sex. In 20 years I have never had to do that. Thankfully there was always a female officer nearby. I'm sure TSA policy is the same.

During my training of new hire employees, this is always a tricky thing to teach. Most students tend to use the back of the hand on non-sensitive areas of the body, and I have to break them of that habit. Usually, the opposite is not true in that they are overly cautious when it comes to the sensitive areas (buttocks, crotch and breasts for females). However, in a recent class, one of my students got it backwards, and when I saw him pat the buttocks with the palm of the hand during a practice session, I interrupted him and said, "Whoa, there, partner! This ain't football! We're screeners. We screen passengers. We don't give 'em the ol' Good Game pat on the butt!"
