The whole thing is a sham. I have observed countless times people who refuse the subway bag check, turn around, walk up the stairs, and back down another entrance at the same station.
NYPD knows this happens, which may be why they never really bother to check anyone's bag anymore. I guess TSA is sure to make it better.

If one can refuse a search, this only applies to innocent people and completely moronic criminals. It certainly cannot stop any terrorists smart enough to build magic liquid bombs.

Could be an IGA (inter Governmental Agreement). Those happen all the time when one jurisdiction requests help from another.
The airports werent mentioned because those officers are PAPD, not NYPD.

FWIW, I noticed a TSA screener in full smurf outfit who was part of the LAX entry road checkpoint yesterday. He wasn't really hanging out with the cops that usually inhabit Checkpoint Charlie, this one was standing in the inspection area, filling out paperwork.
