Should I complain?
I have often noticed a near by passenger talking on the cell phone after the cabin door is closed or even when the plane is taxiing. The same can be said about the use of music players.
Should I keep quiet or should I complain (if so to whom?)? If they are real security issues, I don't want a stupic passenger compromizing my safety/security as well as those of other passengers.
Just last week a passenger was chatting on the phone when the plane was ready to take off on the run way. The flight attendant had earlier asked the passenger twice to shut off the phone. She was in her seat when the passenger continued to use the phone.
What would you do?

Just let them be. The truth is that the risk of interference with take off and landing is virtually non-existent.
However, I do hope they keep the cell phone ban on airplanes because the chance that I can't resist to clobber the person in the seat beside me after listening to non-stop stupid chatter for more than a few minutes is not non-existent.

If it bothers you just make a reasonably loud expression that the rules apply to him/her as well, they're not special and they should turn off their phone. The social pressure is usually enough. Otherwise, hit the call button and have the FA deal with it. If they persist, just ask to make a complaint to the local authorities. The person will shut their phone off.
