There are a lot of people in the government that are paid to concoct every possible thing that could be a crime or attack vector. They are then paid to come up with a response. Usually that stuff is then filed in a drawer somewhere. Unfortunately, the TSA sees that stuff and goes hog-wild.

As for the badges, it's intended to project more authority over the people. As in "shut up or else".

WRONG!!!! TS/S posters ranted against TSA bailing out on taking responsibility for screening cargo, instead relying on the shipping companies to screen cargo transported on airliners. However, this avoidance of screening cargo is entirely consistent with the Kabuki security MO of TSA. TSA does not need to screen cargo because Ma and Pa Kettle who fly once every 2 or 3 years would not see that operation. However, infrequent flyers are apparently impressed with the shoe carnival, war on water, laptops out, and the other gimmicks TSA uses instead of actual proven measures and technology.
