This thread ( http://www.flyertalk.com/forum/showthread.php?t=568688 ) is still discussing implementation today (albeit that the first stage is mainly to enforce previous size limits on carry-ons, it also seems to preclude the carrying of a garment bag in addition as had been allowed previously in J/F).

I don't follow the BA forum, so I was referring to this AA thread.
I can now see what you mean though. It's just that to me baggage=carryon (never ever check bags, unles flying with Viajera) so when I learned that BA was no longer being so nazi about carryon rules my interpretation was/is to consider it good news. Now that I see the better carryon rules come at the price of worse checked luggage rules I can easily see why this would be considered by many as bad news.
