"Fare is applicable when travel commences"
The OWE fare rule states:
Can someone translate this into English for me? My ticket was issued in early April, but the first flight is in August. Meanwhile, I've counted two fare increases. Does this affect the price if I want to make changes that involve repricing (adding a continent)?
THE FARE PAID IS APPLICABLE WHEN INTERNATIONAL
TRAVEL ACTUALLY COMMENCES IN THE COUNTRY OF THE
POINT OF ORIGIN SHOWN ON THE TICKET.

IMO that clause is there only to stop "buy here but fly from there" attempts. It says, basically, that the fare applicable is that of the country of origin. This, however, should be read in the context of other clauses in the star file, designed to make sure you always pay the higher fare, no matter where you buy.
