From a quick glance both are well under the mileage limit. Option 2 appears to have three stopovers in SA (LIM,CUX,UIO), so you will to pay for the third.

As for the surface sector between SCL-CUN, this is a surface sector between 2 regions(or continents) and counts as a stopover in each region.

I. Surface travel and use of other carriers between intermediate points along the circle which are
not operated by AA/BA/CX/JL/KA/LA/LP/MX/NU/QF/XL/4M is permitted at the passenger's expense and must be ticketed separately. Mileage must be included in the MPM calculation.

That's how I read it. That particular rule uses the term regions instead of continents (but lists the continents as the regions). See:

Again your TA may be applying/confusing xonex rules with circle pacific. But even with an xonex only transoceanic surface sectors between certain TC's are prohibited.

(g) Intermediate surface sectors are permitted at the passenger’s expense. Transoceanic surface sectors between TC1-TC2 and TC1-TC3 are not permitted.
EXCEPTION: For travel originating in the South West Pacific, one transoceanic surface sector between TC1-TC2 or TC1-TC3 is permitted.

Ok...I posted this question as well in the HKG section under travel agencies as well. I am going to HKG in the next several days, and as the OW pros here has mentioned HKG is a good place to start from for the DCIR26.

Does anyone have a recommendation for a travel agent in HKG that is good to work with for ticketing? I will be staying at the JW Marriott on HK island. thanks...

You could also try to arrange the booking through the AA rtw desk and tell them you will be purchasing in HKG and then purchase through the AA GSA in HKG:

Hi all! I am wanting to do the pacific circle using DCIR26 for HKG-JFK-SYD-HKG but seems this will be only around 24000 miles, any suggestions to add more stops in between to make use of near 26000 miles?

Welcome to Ft Justintin
Your itinerary is in fact only 22,602 miles according to gcm

So one option is to get it below 22,000miles and save yourself some money by buying a DCIR22 instead of a DCIR26 - for example HKG-ORD-LAX-SYD-HKG

If you play around with gcm you can explore possibilities for your DCIR26 - such as HKG-NRT-JFK-LAX-SYD-AKL-BNE-HKG

Very good advise. Ever since the big price increase, my partner and I have been doing DONEx trips that start outside North America for the significantly lower cost, plus the ability to have multiple stop-offs in North America. As you suggest, we have a long (~6-8 month) stop-off at home, making one DONEx into two trips.

An intriguing idea. I have the AA RTW desk set it up, then find someone to issue it (usually an AA office somewhere). A big advantage is that then the RTW desk is happy to make changes. If CX issues the ticket, I'm assuming they couldn't issue something set up by AA (different systems)? The one time I used an external TA to set things up, the AA RTW desk couldn't touch it, and it was a nightmare.

AAs HKG desk is perfectly good and accepts not present credit cards (just need to fill out and send back a word doc)...

You will run into probs if you try a non-valid itin though (dont ask)

JQ (non QF codeshare)?
 
Is it possible to use JQ flights that aren't available as QF codeshares? I'm looking into an ex-HKG xCIRCxx in lieu of an xONEx, and am thinking it would be nice to visit the new Hilton Gold Coast or maybe Noosa, so I'd want to fly via OOL or MCY, and these seem to be served only by JQ codes.

(I could fly to BNE and take the train, at least for the Gold Coast, but that seems much more difficult.)

E.g., hkg-nrt-dfw-san-lax-mel-ool-syd-akl-syd-hkg shows at 25,987 per Great Circle Mapper.
