NW still does this, I received a targeted invitation only letter from them in April: silver elite now and 2 roundtrips by mid June or July and silver elite thru Feb 02. A bunch of fare classes are excluded, ie all the ones I fly on when I pay the fare. Luckily for me, I had 2 trips on NW at the company tab.

I called and asked NWA about this and they said it is up to the marketing firm and they have no say and couldn't recommend me to gfet the card or sign me up for the promo without it
