There was a 50 EUR surcharge on the base for a second stopover.

Ah, well that makes sense. I went for the higher charge due to advice in the thread that they were still ticketing.

Well 2x 26 hour stops in HEL Will be an interesting place to check out

It is for tickets sold in Italy. So an italian OTA or the italian version of the airlines website would work for the ticket to be sold in italy. It is totally unrelated whether your plane ever touches italian ground or not.
However, finnair has no such policy in their terms of carriage so it is unclear if they will comply with this law or if you would have to go to court to get your rights.

If bought on german OTAs, this rule will not apply at all.

Doesn't it have to be Italian PoS + Italian departure airport? Otherwise everyone would book every ticket from Italian OTAs and just drop segments.

So far charge still pending on my AMEX and when I manage booking on AY website it's still there with seat selected. Fingers crossed, already booked my flight into BLQ
