Basically. As always, if you actually want a suite/lounge access/etc, pay for it. Hoping and gambling for a free one and then complaining online serves no one well.
I never need upgrades, rarely want them, seldom get them, and am always pleased if one surprises me. Keep your expectations low and you're less likely to be disappointed.

I think suite upgrades at US properties are rare, unless you are a frequent guest of that hotel or they have very low occupancy (i.e. they have pointsaver award rooms available for booking). I would say over the years, 90% of my suite upgrades have been at international properties.
The JW New Orleans is a small hotel, but it has a relatively nice lounge for a US property. I did not receive an upgrade during my last stay at the hotel, but it was still a pleasant stay.
