Obviously, there's a cost. Personally, I'd rather Marriott or its properties spend money and personalize the keycards with the name of the property. It's cheap marketing that makes for a nice keepsake, if you're into that sort of thing.

Plus, it's better to have a generic elite keycard than have one for each status level as some guests would take offense if they received a keycard for a lower status level.
