Some of these regions have a ton of fraud going on. Southern California is by far the worst for credit card fraud. Kroger has different policies down there than other regions too. The fraud is a lot more than just cloned or stolen cards, it is people passing bad money, etc. too. One option that could be used to mitigate the fraud is to only sell low value gift cards in the high fraud areas.

Same thing happend to me at a Randalls.

I stupidly bought a $500 VGC card that had been tampered with.

The card was drained (498.xx of it) < 24 hours at a WM 250+ miles away. The card didn't have the normal glue on it, so this was standard "open the package, clone the card, put it back in the store" gift card fraud.

I did 3 things:
  1. Filed a dispute with blackhawk
  2. Talked to the Randall's manager
  3. Filed a police report.
The Randall's manager didn't care because from their end, the card was activated correctly.
I got a case number, and I called the police department 2 times to follow up. No one has ever contacted me about this.
The blackhawk dispute process is awful, but it did get my money back after ~1 month.
  1. After calling in and filing the dispute, they sent me a card with my remaining balance on it. They cancelled the other card. Note--you will not be able to pull any information from their website about the card. If you need any of the transaction info for your police report, get it before calling blackhawk.
  2. I filled out the form and emailed it back ([email protected]). Then after 2 weeks I called and asked status, they said they needed more information and they had sent me a snail mail letter (I never received this letter). They wanted: Drivers license picture, Fraud Card front/back, Credit card statement, Receipts of purchase from Randalls, Pictures of packaging
  3. After a few more weeks I got an letter in the mail saying "We have concluded our investigation regarding your disputed transactions totaling $499.xx. The credit issued to your account on 3/1/19 for $499.xx is final. As such, your case in considered resolved and closed." What they did is credit the additional funds to the card they originally sent you when you filed the dispute. Be sure to keep it
So be sure to keep calling them to see what is going on with the dispute. There is almost no email communication (no email saying they received your forms), so calling their offshore call center is the only way unfortunately.

Any changes in WM NM systems to block these? This time the money centre gives a message ''tender not allowed'' and cashier is also not able to reload serve and GE to a message ''debit not approved''.
Anyone else encountered this issue?
