Same here in SoCal - bought 1x $500 VGC at my local Von's yesterday without any issue. The only time I've had a problem with Von's was a scammed $100 VGC bought a couple months ago - variables still running just fine here.

Probably a high fraud rate store that warranted this policy in that store only (either that or checkout management at that store is confused). I haven't seen a company-wide policy like this yet.
It is not hard coded by the register, although I'd have to take a look at a store with the new software update that's rolling out right now to be certain.

Had an offer on the safeway app for $15 off two (2) $100 Visa Giftcards. Made the purchase, along with other groceries today, but the $15 did not come off. Went to the customer service desk, who quickly refunded $15 on my card. Anyone have this problem before?

The thing I hate about Safeway is that Blackhawk Network has been removing the MCGCs that are issued by banks. The only MCGCs they carry now are issued and administered by BlackHawk and they absolutely suck. The account management website (prepaidgiftbalance) is terrible, the cards decline at random places, and at random times. I liquidate mine by actually using my GCs to pay for things that I otherwise would have purchased with a credit card (just to skip the whole reload/MO process) and this is frustrating. Renew a subscription via Paypal? Paypal is blocked. Want to order food from a delivery service? It declines with GrubHub at least half the time.
The VGCs are a lot better, as they're still issued by a bank (either MetaBank or Sunrise) and use a different balance management site.

I am using my Visa giftcard to pay for gas and items at costco since I am running by Amex Platnium to get the points. Seems to work well.

Are they? I'll have to dig out the package to see. The card says issued and administered by BlackHawk Network.

On mine they say "Distributed and serviced by Blackhawk Network California", but also says "This card is issued by the U.S. Bank National Association" and "U.S. Bank will deduct from your balance an inactivity fee of $2.00 per month beginning after 12 consecutive months of inactivity except where prohibited by state law". Also tried the 100s and 50s again at WM for MO, does not matter what order these are swiped no change payment option and goes straight to decline.

I had this problem in the past and I think I've narrowed it down to loading the promo to multiple accounts in the app (android, if it matters). When I load from the PC, I haven't had an issue.

On either ios or android, you need to close app after logoff and then open again, logon to refresh the coupons. Lot better to load em up from PC.
