As of Nov 11, 2020, Meta gebits are getting declined when used for MO/BP purchases at MC/SD. New limit appears to be $99 per swipe. READ the posts below and add a data point with details. USB and GD gift cards do not seem to be affected.

DETAILS:
As of Dec 2019, WM BP in-store is reportedly affected by the $8000 total limit across all cards.
As of Nov 1, 2018, WM Billpay made via the WM app is limited to a total of $8000 total per person to all accounts per rolling 30 days.

Sep 13 2021 : If WM App is updated with no money services , then use the following for Android phone to get the working version.

This workaround no longer works.

Bill Pay cannot be done at a regular register. BP must be done at Customer Service/Returns or at the Money Center in stores that have it.
WM offers two BP services: CheckFreePAY and MoneyGram. The cashier can initiate CheckFreePAY by selecting Money Services followed by Bill Pay on the register for a fee of $1-1.88. Moneygram is $4.99.
ONLY 4 successful debit card swipes can pay for a transaction. ONLY 5 payments per 16 digit account number per rolling 30 days.

BP by phone number lookup- Once your CFP account is set up, you can add CC. When you want to BP give them your phone# to look up your account under Money Services. They often get confused and think you want MG, but just say it is under Money Services. Make sure you get 2 receipts, one from WM and a small one from CFP showing the CC# and Biller name you paid.

WM App - The Money Services works in express lane for Bill Pay.

Receipt tips: If you don't get a receipt and they have to print you one, make sure the CC you paid appears on the printed receipt. If not on receipt, call CFP with the manager to verify there is no payment processing. They can cancel any transactions and pay you in cash right away. If they cancel the transaction and their cash drawer opens, that means they should pay you in cash, if it doesn't open, the money will probably return to your cards. Not sure what happens on the same day? Watch their drawer when they cancel the transaction to see if it opens. If they say the money will return to your DC, make sure to write down the managers name in case it doesn't.

Payments:
Most cc can be paid 5 times by Visa/MC and 5 times by the issuing bank in rolling 30 days with a total of 10. There might be an 8K limit per rolling 30 days starting Oct 2018.

BUSINESS DAY transaction completion time is 18:59:59 EST (Holidays change post day)

Friday after 06:59PM EST, until Monday BEFORE 07:00PM EST arrives Tuesday
Tuesday BEFORE 7:00PM arrives Wednesday
Wednesday BEFORE 07:00PM arrives Thursday
Thursday BEFORE 07:00PM arrives Friday
Friday BEFORE 07:00PM arrives Monday
But when a next-day payment will post and be visible depends upon the CC issuer.

I've been billpaying chase for close to 2 years now.

Never been shut down. Never been called / contacted about it.

But you're right total YMMV.

Dont be too confident! I was shutdown abruptly by Chase with 7 personal and business cards shut down a few months ago after nearly 5 years of maximizing office store spending on 5 different Ink cards and accumulating many points monthly and mostly doing WM BP with GC's for a long time. It stings hugely in no longer having a way to accumulate points for a partner such as Hyatt.

I concur;

In MS, one can't be too complacent, shutdown comes when one least expects it. For me, it stung so bad when AXP softcards were shutdown unceremoniously that fateful day in January two years ago. There's not one card that even got close to it in terms of benefits even if many replacements have come. When I got shut down by C@p1 on a card I hardly used, there was hardly any effect at all.

Hey everyone,

I made a "next day" bill pay at WM to an AMEX SPG business card via the express app on 2/25/18. The transaction went like normal and I got the receipt on my app, but the payment still hasn't posted. This is the first time I've encountered a delay and have successfully bill paid to the same account before. Anyone else have a problem like this recently? Should I wait it out or is this something I need to take action on right away?

It is not going to work itself out, you will need to go get a refund. There were issues with some bps on sunday.

Just called Money Gram and they said they monitor for money laundering and were “uncomfortable with the transaction” so they declined to process it. I was told to go to a Walmart to profess a refund. Anyone else been given this reason for a failed billpay or is it the standard excuse they give if there is a glitch in processing?

how many transactions have you done for the month for that particular credit card number?

This would have been the second to that particular Amex Card in the last month, but I had made probably 5 cumulatively to various Amex cards through Walmart Billpay in the month. All were for the same amount just under $3k. Could the amount and number of transactions flagged Moneygram’s computer?

A couple questions for those who've had to go back to WM to ask for a refund for a failed bill pay:

1) Does it have to be the same WM that the billpay was made at?
2) Any tips on how to handle the inevitable response from CSR that I need to call MoneyGram to handle this and that it is not WM's responsibility?
3) Should I ask to speak with a manager right off at the money center or let the front line CSR call them over on their own accord?
4) Any other "things you wished you knew beforehand" that would help someone else going through this? I know it's going to be a major headache and any help will be appreciated.

since you mentioned this,
I had made probably 5 cumulatively to various Amex cards through Walmart Billpay in the month. All were for the same amount just under $3k.
when doing B/Ps, it is important to pay in varying amounts for easy tracking; for instance, if one pays $2995 each time for different accounts with same card company and a glitch occurs, it can be difficult to trace such payment since other payments with same amount may have gone through. It is possible for anyone looking at the case to outright say it has been paid and will not spend more time to look deeper. Therefore, varying payments by a few or more pennies/cents can make a lot of difference should issues arise on a particular payment.

Since you've called MG and they told you that they declined your payment, and you can provide a receipt in your app that WM received payment, you have to deal with WM cash dept manager. Make sure to print paper copy of your receipt (I prefer getting paper receipt at the regular lane due to possible issues like this) when you see the manager and if necessary, call MG in their presence (hopefully, you'll not be put on hold for several minutes to an hour) and let the manager verify that MG declined payment. With your receipt showing payments made with debit cards, the manager should give you cash refund. If, after all this verification has been made and cash manager refuses to give you refund, there's CFPB to turn to.

Ok, thanks for the great response. I’ll try WM first, if I have no luck there and have to file a complaint with CFPB, do I lodge a complaint against Moneygram or WM?

Call MG and ask if they refunded WM. My understanding was once receipt is printed or sent to app, transaction is completed.

Just called MG again, and they said the payment has been returned to the store and that I needed to go back to the same store the payment was made for a refund.

On a side note, has anyone who has had a payment rejected been able to billpay subsequently, or are you blacklisted?
