As of Nov 11, 2020, Meta gebits are getting declined when used for MO/BP purchases at MC/SD. New limit appears to be $99 per swipe. READ the posts below and add a data point with details. USB and GD gift cards do not seem to be affected.
DETAILS:
As of Dec 2019, WM BP in-store is reportedly affected by the $8000 total limit across all cards.
As of Nov 1, 2018, WM Billpay made via the WM app is limited to a total of $8000 total per person to all accounts per rolling 30 days.

Bill Pay cannot be done at a regular register. BP must be done at Customer Service/Returns or at the Money Center in stores that have it.
WM offers two BP services: CheckFreePAY and MoneyGram. The cashier can initiate CheckFreePAY by selecting Money Services followed by Bill Pay on the register for a fee of $1-1.88. Moneygram is $4.99.
ONLY 4 successful debit card swipes can pay for a transaction. ONLY 5 payments per 16 digit account number per rolling 30 days.

BP by phone number lookup- Once your CFP account is set up, you can add CC. When you want to BP give them your phone# to look up your account under Money Services. They often get confused and think you want MG, but just say it is under Money Services. Make sure you get 2 receipts, one from WM and a small one from CFP showing the CC# and Biller name you paid.
WM App - The Money Services works in express lane for Bill Pay.
Receipt tips: If you don't get a receipt and they have to print you one, make sure the CC you paid appears on the printed receipt. If not on receipt, call CFP with the manager to verify there is no payment processing. They can cancel any transactions and pay you in cash right away. If they cancel the transaction and their cash drawer opens, that means they should pay you in cash, if it doesn't open, the money will probably return to your cards. Not sure what happens on the same day? Watch their drawer when they cancel the transaction to see if it opens. If they say the money will return to your DC, make sure to write down the managers name in case it doesn't.
Payments: Most cc can be paid 5 times by Visa/MC and 5 times by the issuing bank in rolling 30 days with a total of 10. There might be an 8K limit per rolling 30 days starting Oct 2018.

I had my first AMEX payment rejected today. It was only around my 25th payment this year and to the card, and my 7th payment in the last 30 days. I can confirm that when I tracked it I did not see the "payment complete" image but instead saw details about the transaction that did not give me any sense of whether the transaction went through.
if MO claims they cancel the BP due to review, they will refund you the payment $ + the $4.99 fee. call MO to get the new number for you to get the refund cash from WM.

MG payments cancelled
it was definitely cancelled. if MO claims it was rejected by Amex (not way to confirm if it is rejected by Amex or not), MO will only refund the payment, not the $4.99 fee.
if MO claims they cancel the BP due to review, they will refund you the payment $ + the $4.99 fee. call MO to get the new number for you to get the refund cash from WM.

Update from me.... I've done ~15 payments (and returns) since MG started rejecting them. My local WMs all have cashiers that know me well, and the closest of them has a money center that stocks plenty of cash. On one of the payments today, the representative told me that Amex rejected the payment. I challenged that and she didn't budge, so I called back. When I called back I spoke to somebody that tried to tell me the same thing, so I asked to speak to their supervisor (escalation team). I've worked in an IT call center, so I was being polite but firm. The second representative told me that what the first rep was telling me was correct, so I offered up three of my previous transaction numbers to see if they were also rejected by Amex (reps had already told me that MG rejected these ones). He claimed that they were all rejected by Amex for "Wrong Account" and that I needed to contact Amex. I pressed for more info, tried to get him to confirm that all of the previous reps were wrong or lied to me, and he insisted that I had to call Amex. I asked to speak to his supervisor, which he tried to dodge, but once I insisted that he can either hang up on me or transfer me to his supervisor, he followed through. The next rep came on the line and apologized, stated that all transactions are being refunded by MG, and after my pleaded insisted that there is no escalation path to try to resolve the overarching issue.
TLR - Refunded payments is a viable liquidation strategy if your WM knows you and has the cash. You can get MG to give you the fees back even if they claim it was Amex (it likely wasn't Amex, escalate politely and firmly). There is no escalation path to getting these transactions to stop being refunded; the only thing to do is wait and submit it at a later date.

I switched to a new number and it went though. need to get new Amex number or additional user numbers for BP purpose.

Can't you just buy MO with the cash while you are at the Walmart? I don't know of any WM that doesn't allow you to buy MO with cash.

I have been BP successively to this one for 11 times and failed today. 11 might be the limit per Amex card....YMMV here.
