You might want to ask the hotels if they can provide a car service, with a driver who can speak English.
This can be a nice way to tour a city you're unfamiliar with, particularly if you happen to be there on the weekend.

If that's the junction I think it is, it is actually right next to the Tokyo City Air Terminal, so you can go there straight from NRT (buses every 15 minutes), and you may actually go through it to get to TCAT on the bus (though I have never done this myself, I used to live across the river from TCAT and crossed this junction during my daily commute through Suitengumae Station).
