Do you have evidence of this change in policy? Do you have specifics of this supposed change and its implementations? You say many, what is this sample size?

Yoshi212, I have the e-mail from Delta, confirming this policy. As I fly every week from Norfolk to San Diego, the two larges navy bases, I noticed this a few weeks ago. I pay $1100 and they (government) pays $550. I am Diamond and many of them are only Silver. The list of flyers from Atlanta is even larger, because a lot of them connect through there.

Would you be willing or able to post the letter to here or paraphrase the important points? I'm sure most of us would love to see how Delta spun this situation.
You pay 1100$ for an economy ticket to be upgraded? I see fares ranging from 170$ to 340$ (varying fare codes) as one way tickets from Norfolk to San Diego on Delta and similar fares on other airlines too.

I have read the email the OP forwarded to me and there is a bit of hyperbole going on here. The email states that YCA fares are treated as Y fares when it comes to upgrades. So a Diamond with a lesser fare will be outranked by a silver or gold status member on a YCA fare but also would be outranked by a silver or gold on a Y fare.
Basic breakdown is that it is all about the mighty dollar (fare code) and Delta wants the gov't contractors/employees to get their dollars and give priority to them in return.

Subject to availability and the rules that Delta sets.... one of which has long been that a silver/gold on a full Y fare has priority. The OP is unhappy that DL is considering certain government fares to be full Y fares and, apparently, that our nations military may get an upgrade over him when they are traveling for work. The possibility of a free upgrade is a benefit, there is no guarantee.

This is no different than the policy that UA, previously CO had in place for years. And people were jumping up and down screaming how gov't fares are cheap, how dare those travelers take our upgrades, all of the IAD F cabins are full of gov't flyers etc. Well then sequestration happened and guess what? The upgrade rates didn't improve even though there was a moratorium on travel and few if any gov't travel flyers were booking flights.
And before everyone says about the image it conveys consider the following: 1) the gov't is a business and this is no different than corporate negotiated fares, 2) YCA fares are not cheap and in most cases travel officers require booking on the non YCA fares which are sometimes half the cost and more restrictive so the instances of YCA are grossly exaggerated (since most pax don't even know about the benefit let alone just choosing cheapest fare), 3) Maybe the Diamond on the ultra cheap fare should understand FCM which until people either buy First or higher fares, then Silvers on a Y will trump a Diamond. I've been 1K on UA and ran into the issue of getting passed over, and I've been Silver/Gold on UA and DL and booked on Y fares and got the upgrade. So I've had to deal with it both ways
So again is the issue just because its easier to point the finger at the gov't flyers (not considering corp travel) and really someone is just pissed because DL, AA, and UA all give priority to Y fares regardless of gov't, corp, bulk, etc??
