I was in the BOM domestic terminal yesterday and saw an Indian guy filling water bottles from the tap in the mens room.

Uh, no, it's not. Unfortunately, although it has many uses, scotch is not a disinfectant.

That's not always part of a scam -- at least not always at BOM or DEL -- for sometimes it's because local employees drink that water and have sent a person to refill their bottles.

But if they are trying to sell it as unopened, pristine water than it is a scam.

Yes, that would be a scam ... and it does happen way too frequently outside of airports and good establishments. However, the bottles of water sold airside at airports and given in the lounges rarely have plastic seals on them and yet I've never been with someone who's gotten sick that way.

.... or maybe someone has and we've just gotten lucky repeatedly.

That's an interesting point. I've yet to see an unsealed bottle of water for sale (in the West), although I can see how it could happen elsewhere.

Caveat Emptor, I guess. Just another tip for things to watch for this December.

Evian bottles I bought in the US and Europe the past two weeks didn't have plastic wrap seals either.

In India, other companies much more routinely have plastic wrap seals. I tend to get Himalaya-branded water there and that has plastic wrap seals.
