Always make sure that the seal is intact on a bottle of water. And insist upon opening it yourself, and send it back if it's not sealed. I've seen waiters make the "crack" sound with their mouths while going through a production of cracking the seal on the bottle.
I was in the BOM domestic terminal yesterday and saw an Indian guy filling water bottles from the tap in the mens room.
That's not always part of a scam -- at least not always at BOM or DEL -- for sometimes it's because local employees drink that water and have sent a person to refill their bottles.
