If you're asking about using an American card for Uber rides in India, I just did it this morning.

You have to set up the account with a non-Indian number and add the card before you get to India. (You may have to use it at least once too, I don't remember)

Uber's implementation of RBI's security rules will block you from adding the foreign card in India even though RBI's rules actually apply only to Indian-issued cards.
