If you have a NRO / NRE Savings A/c, you should be good to go. Additionally, like A2A pointed above, its FoC for Imperia and Preferred customers.

Haven't received a word from HDFC and no trace of the card been almost 12 days since I have applied! Bad experience right from the start

Finally received my card after a long delay the customer service guy at hdfc said that I am the first person in south India to receive the card!

So this was not a figment of imagination. Jet and HDFC have finally launched a debit card after 1 year of announcing it. While not very rich to earn miles, but 2 JP miles for rs. 150 of spend, and 4 for spending at the JEt Airways website.
Interesting features: Purchase protection, lounge access, 3K miles on enrollment and 2k on renewal
Fees: 1K rs. per annum. Free for jet plats, HDFC Imperia and Preferred customers.

It seems that HDFC is not willing to waive off the annual charges for JP Platinum members. 
I was issued the DC a couple of months back, but they charged the annual fees only towards the end of last month. Subsequently to the holidays, I complained with the CS on phone and this morning received a call from my branch enlightning me about a new policy. This is what I was told on the call (with a heavy South-Indian accent):

I argued that the T&C's state that the DC would be free for JP Plats and when i viewed the HDFC website, so as to pass the link to the HDFC chap, to my utter surprise, HDFC website now has no mention of the fee waiver for the Platinum members. I quickly switched to the JP Partners page, where thankfully, it still states that "JetPrivilege Platinum members can avail of this card at no annual fees until they maintain their JetPrivilege Platinum tier"
I guess, I would need to visit the branch and speak to the same guy with VIRAT KOHLI style / accent that goes something like:
M@#$(#$%.. B*&%#@.. M@#$(#$%.. B*&%#@...!!

The JP team picked up my post here in this thread and sent me an email stating that they would take up this issue with HDFC. I can gladly confirm that they resolved the issue promptly..!
