Germany transit with a domestic segment

Germany transit with a domestic segment

I'm sorry if this is the wrong place to ask but I'm not sure where this belong. I've got a trip to Malta scheduled for Saturday. I've done all the required entry instructions for Malta but the routing looks like this:

AUS-YYZ-MUC-FRA-MLA

So I never plan to leave the airport in Germany but it isn't a simple transit because I have that MUC-FRA segment (all of this on a single itinerary). My question is, does this count as "entering" Germany? Do I need to fill out any forms? The Germany English language site says the following, "Transit travelers with a destination outside Germany who do not leave the international transit area of the airport do not need to present a negative test prior to departure to Germany." I assume I'll need to leave the international section because I'm connecting withing Germany, right? So I also assume I'll need to fill out the digital registration (we're both fully vaccinated Americans).

Since the US is not classified as a risk area right now, you do not need to fill in any digital registration (see www.einreiseanmeldung.de). You will need to carry a negative test result with you, though, OR a proof of vaccination.

Since MUC is where you enter the Schengen area, you will have to go through passport control in MUC anyway (you would have had to do so even if you had been on a direct MUC-MLA flight). Customs will be in MLA.

I have the same situation with my ATL-FRA-MUC-TBS LH routing in late December.

As of right now, if I'm figuring this correctly, going to Tbilisi I won't have to fill out the einreisenmeldung coming from the US. however, coming back from Georgia I will, as I enter Germany at 7am in MUC, fly to FRA arriving at 12pm, and then having a transfer to ATL not until 1030am the next morning making my time in DE appx 27 hours.

Germany and Malta are part of the Schengen treaty https://www.schengenvisainfo.com/sch...ountries-list/.
Once you enter any of these countries, traveling to another one means no passport control.

From an immigration perspective, all flights within Schengen countries are considered "domestic" flights.
(You are still credited as international flights from mileage bonuses perspective though).

So, entering Germany you enter Schengen area. Thus, means passport control.
Traveling further to Malta, you travel within Schengen area. Thus, no passport control.

2. Do I need to fill out any forms?
As you only transit Germany in less than 24h, you are actually exempt of the requirement of such document.
Yes, there is a rule. No, I cannot quote where that is. Trust me, just mention this to the agent and they won't bother you anymore.
However, to be on the safe side, I would still recommend to fill this in https://www.einreiseanmeldung.de/
It's exclusively digital and it only takes you 5 min. You have nothing to lose.
I've been allowed to enter without it as well, so it's not that strict.
Do not be scared of the red quarantine warnings within that website. Read carefully. Actually it's specified vaccinated travelers are now exempt from quarantine.

3. Re transit
As explained above, the flight FRA - MUC is equal to any Schengen flight.
If you go to Malta or Munich, from an immigration perspective, it's the same thing.

4. Re test
I've responded to another post of yours on the other thread: vaccinated citizens are no longer required to present tests.
However, I always take one even when flying in Schengen, and I no longer keep track to rules which are changing with crazy speed. For me, it's easier and I don't mind the 15EUR I pay for test.
But due to vaccination, you are no longer obliged to do so.
