I have the same situation with my ATL-FRA-MUC-TBS LH routing in late December.

As of right now, if I'm figuring this correctly, going to Tbilisi I won't have to fill out the einreisenmeldung coming from the US. however, coming back from Georgia I will, as I enter Germany at 7am in MUC, fly to FRA arriving at 12pm, and then having a transfer to ATL not until 1030am the next morning making my time in DE appx 27 hours.
