Germany transit with a domestic segment

I'm sorry if this is the wrong place to ask but I'm not sure where this belong. I've got a trip to Malta scheduled for Saturday. I've done all the required entry instructions for Malta but the routing looks like this:

AUS-YYZ-MUC-FRA-MLA

So I never plan to leave the airport in Germany but it isn't a simple transit because I have that MUC-FRA segment (all of this on a single itinerary). My question is, does this count as "entering" Germany? Do I need to fill out any forms? The Germany English language site says the following, "Transit travelers with a destination outside Germany who do not leave the international transit area of the airport do not need to present a negative test prior to departure to Germany." I assume I'll need to leave the international section because I'm connecting withing Germany, right? So I also assume I'll need to fill out the digital registration (we're both fully vaccinated Americans).
