My rec is the Pavillon de la Reine. Right on the dreamy Place des Vosges, the most beautiful square in Paris. An totally restored historic building, a bit understated, lots of luxe amenities, but in a quiet way. Right in your budget, too. And yes, it has a Spa!
The neighborhood, the Marais, is just about the hippest in Paris with great little artisan shops, restaurants that go into the wee hours, and a terrific buzz.
