A lot of non answers, asking me to email customer affairs and that there was nobody to speak to at EKHQ.
Now my best bet is to follow up with the USDOT. Any pointers on how to follow up with them. Their phone lines don't seem to work and they haven't returned my emails.
Emirates did not respond at all - let alone within the 60 day window within which I was entitled to a response.

My card is with HSBC USA and I am an international banking customer. Suffice to say, there has been very little communication with them - initially they opened by dispute under the wrong category and denied my claim.

At this point, it seems best to follow up with the USDOT. My only question will be how.

My Credit Card company says Emirates denied my claim and they are not cooperating. What action can I take against Emirates to ensure I get my money back? They did not reply to my US DOT Complaint at all - which violates their duty to respond. Answers, and pointers would be much appreciated.

If you maintain any kind of residence in the US I might try contacting your district's Congressperson, their office staff can often help to navigate the federal bureaucracy.

I'm not a US Resident or US Citizen, I am actually a UAE Resident

They have a phone number & postal address in the "contact us' section of their website. Have you tried either one of those?

Maybe speaking to someone there could give you guidance on next steps you can take.

Their phone number doesn't work - always says that they are unavailable no matter the time and day.
I haven't tried physical mail, but I potentially could. I've tried at least a dozen DOT emails.

Next time you're in the US, send a letter addressed to the DOT physical address using "Certified Mail" - or have someone in the US send it for you.

Certified mail requires a signature on receipt and is often the start of serving notice to a person/agency in the US - with this service they can't say "we didn't get it".

Update:

Received my refund from Emirates after submitting a complaint through BBB. Remain banned from Emirates for unknown reasons according to their customer affairs helpline. No written confirmation regarding the same from emirates.
