I haven't tried physical mail, but I potentially could. I've tried at least a dozen DOT emails.
Next time you're in the US, send a letter addressed to the DOT physical address using "Certified Mail" - or have someone in the US send it for you.
Certified mail requires a signature on receipt and is often the start of serving notice to a person/agency in the US - with this service they can't say "we didn't get it".
