Transferring checked-in luggage while transit in Dubai
I will be traveling from Jakarta to Moscow using Emirates to Dubai. Stop over for 3 hours, and continue using Aeroflot to Moscow. Apparently the booking ticket is not connected between the two airlines. I have been told to take my checked in luggage and have to re check-in in Dubai.
My question is, how can I take my checked-in luggage from Emirates to be transferred to Aeroflot without me going out through the immigration and taking it from the conveyor belt?
Is there any service handler there that can take care of my checked in lugage?
Otherwise I have to apply UAE visa just to take the luggage from the conveyor.

Emirates and Aeroflot do have an interline agreement so there might be a chance your bags get put right through.
If this isn't possible, AFAIK you will need to clear immigration and customs and then transfer to Terminal 1 (as EK arrive at Terminal 3) before checking in your baggage. In this instance, you will need to apply for a visa.

Unfortunately as you have separate tickets, you are at the mercy of the check-in agents at your originating port (I assume CGK). Whilst it is technically possible for the baggage to be sent through, as it is not on the same ticket, they are not obligated to do so.
It is also not possible for someone to pick up the bags and then check them in for you at DXB without you being present - that would require a visa.
