i got an email saying upgrade to business for 700 euros - first come first serve and on click it shows 2k+ euros.
is that normal? when it says 700 does it mean from 700 and can be any amount?

It probably means that someone beat you to it and got the €700 upgrades and now you get offered the normal rate, which is the regular fare difference.
