The one billion is refering to the cumulated historical passenger figure since the beginning of Dubai Airport. Currently ATL is the biggest airport in the world with aprox 105 million passengers a year.
Only August 2017 had more passengers than July 2018

Some very nice drone footage of the EXPO site. It shows very good progress of the EXPO/DWC metro line. The EXPO metro station will look like it's put of this world.

Yes, if I remember correctly I saw the area hoarded off (with Hard Rock Cafe signage) on my way to B30 on Friday morning.
