The Times of Israel:
Israeli leaders indicated they understood this to mean that Israeli flights can head to and from the Far East via Saudi Arabia and UAE, drastically reducing travel time.

As I was expecting, given what I know of the intricacies of the region.
Oman is already ok with Israeli planes going over, so it's just to be formalized for future flight operations. Qatar won't want to be the odd person out, whether Israel feels comfortable sending Israeli flights over Qatar or not, and will do the same as the UAE if Israel goes for it. Kuwait? I wouldn't be surprised if they go slower than the remaining GCC states to open to Israeli flights, but they are also likely to be least relevant -- among the GCC -- to LY and other Israeli flights for one or more reason.
A GCC country being open to Israeli flights in one or more way is very different than the GCC country being commercially viable for LY to have passenger flights serving the country. Code-sharing on Emirati flagged flights coming in the future for LY? Seems commercially more viable than LY passenger flights to the GCC countries.

I don't currently know the status of the Kuwaiti law that prohibits Kuwaiti persons and companies from any and all commercial relations with Israelis and Israeli companies; but last year too it was still enforceable and being enforced, and I don't recall coming across anything suggesting that Kuwait repealed Kuwait's 1964 Law # 21.
The Kuwaiti government itself is sovereign and is not really subject to the those laws if it doesn't want to be; so if (a) the Kuwaiti government wanted LY or other Israeli flights to fly over Kuwait and (b) Israel was comfortable with LY or other Israeli passengers flights routinely going over that area -- something I consider highly unlikely at this point -- then LY and other Israeli passenger flights literally freely overflying could happen regardless of that Kuwaiti law.

I have never heard of Israir having interline agreements. In fact, as far as I know, most of their flights are charters.

Ive only seen them to do point-to-point service, whether for charter package tourists or otherwise. It seems that the Dubai service is for that and not something more global.
