EasyJet baggage policy
On a normal easyJet fare, you appear to get only an "Under Seat Cabin Bag" (45 x 36 x 20 cm). From what I can tell, their website has a $22 USD "family" bundle for up to 6 "hands free" standard (56 x 45 x 25 cm) bags. EasyJet claims you can "remove" your carryon item from your standard back to bring on the flight.
There are four of us traveling, all with a backpack (45 x 36 x 20 cm) and a standard (56 x 45 x 25 cm) bag. We should be able to purchase a $22 USD "family" bundle to be able to check all four of our bags, while still bringing our backpacks on board, correct? We will not have to show that our backpacks can fit inside our standard bags?
Follow-up question, what if we have a layover? Is the bag checked through to our final destination? Or do we have to pay for "hands free" twice?

It all depends on the underlying product you purchased. When booking did you purchase an "Up front" or "Extra legroom" seat?
Only customers who purchased an "Up front" or "Extra legroom" seat, or are easyJet Plus cardholders or customers who have bought a FLEXI fare are entitled to take the second, larger cabin bag and thus able to buy the 'Hands Free' or 'Hands Free Family Bundle'.
easyJet is a 'point-to-point' airline and so any checked bags will have to be collected and re-checked (and paid for!) at the intermediate airport when flying within Europe.

The wording in the product description is ambiguous; it states (bolding my emphasis): "Customers can remove a small item (max. 45 x 36 x 20cm) from their cabin bag to bring with them on-board". So, given this and the kerfuffle I witnessed at LPL, I tapped my contact at easyJet to confirm the position. And the was their response:

"... if they purchase hands free they can take ONE cabin bag (max. 5645x25 cm) to the easyJet Plus Bag drop and this will go into the hold. They will still be allowed to bring the ONE small cabin bag with a maximum size 45 x 36 x 20 cm (including any handles or wheels this bag must fit under the seat in front of them."

I booked LTN-KEF a few days ago and wasn't offered the option for hands free on this route. However, upfront seats came with a larger bag in the cabin (not to be dropped off)...According to my confirmation of last week it read : In addition, customers who have purchased an Up front or Extra legroom seat will also be able to bring on board a large cabin bag (max 56 x 45 x 25 cm), which can be placed in the overhead locker.
However, now that I went to manage my booking, I tried adding hands free, but am told it's not available on my flight, so it's worth checking in advance if you want this added.

I find that, with this new crap policy, it's worth taking EJ+. I booked a flight yesterday and if I wanted to add the carry-on luggage, I would have to pick those special seats, which would cost somewhere between 20-30CHF (somewhere about that) per flight. Adding a checked bag is even more expensive. In my example, it was a last minute booking, so all the "preferred" seat that would allow me to bring a normal carry-on on board have all been sold out already, my only option was to pay for checked bag, and that would have cost me almost 100CHF for the return trip.
Since I fly them at least 3-5 times a year, I think it's worth signing up for the EUR 250 (ouch) annual fee to kinda circumvent this new policy.

I have a question about Easy Jet bags.
Like others, I know that purchasing an upfront or extra legroom seat allows a person to bring on board into the cabin two bags:
(45 x 36 x 20 cm) and a standard (56 x 45 x 25 cm) bag. Translating that standard bag into inches = 22in x 17.7in x 9.84 inches.
US versions of Rollerboards are longer than that standard bag, if you include the wheels (which I believe EasyJet does): 23.5" x 14.5" x 9"

- does this 1.5" difference mean I am NOT able to carry on US dimension rollerboard-type bags into the cabin? (And is this really enforced at the check-in counter or gate)

It's a bit of a lottery but there's every chance your bag will be checked in the guage and if it's too big you'll be made to check it in. Prices can be seen here and it looks like 48:
