Fees for upgrading Fare class?

I'm curious - is it DL's normal policy to charge fees if you want to upgrade a ticket to another fare class while keeping the same iten? I decided I wanted to upgrade a ticket with miles so I needed to get it to a higher fare class as my company's travel agent always gets the lowest possible fare. I was suprised to be told that I would have to pay a change fee AND a fee because the ticket was issued by a travel agent.

It seems to me that unless you are actually changing your iten just upgrading the fare class should be a difference of fare only charge.

I'm hoping this was a mistake - but if not I'd like to find a way to offer it as a suggested elite benefit. I'm guessing many here can see the applications given the various fare class restrictions in the system.

You were told the right thing. There is a fee for upgrading fare classes (which I believe is just stupid as you have to pay for the right to give more money to Delta) and a fee for Delta to take over the ticket from a travel agent.

I agree that this is just one of the dumbest policies every conceived. While I understand (although do not appreciate the costs) of the ticketing change fee (i.e. changing origins, destinations, times, dates), I do not understand why a company would want to discourage anyone from giving them more money for the same service essentially - in this case a coach ticket. Perhaps one day someone at DL will revisit this policy, but I think it is consistent among the legacy carriers.

How does that explain an international ticket going from M to I esp since if you change outbound the entire fare changes? I used to avoid going to I from M/B due to the change fee but now am worried about the city-pair rule of the I fare should I have to cancel so likely will not buy I in the first place.

I see the issue but wouldn't this problem be easily solved by limiting the fee free buy-up to a certain fare class level? Unless I'm mistaken you can open up a number of upgrade possibilities at mid-tier fares. I think if you could just reach M - which is still non-refundable - you can make most any upgrade work.

DL does have change fee wavers for upgrades to most expensive fares, such as C/J-class (as shown below).

For other types of fare upgrades, they are probably quite happy with the change fee + fare difference.

I was just going to ask the same question. I have a ticket for a trip with a group in a couple of weeks JFK-CAI/AMM-JFK. It is all in U class. I'd like to pay the diff to get up to an upgradeable fare and then use miles. There are M fares still available at a difference of about $950. But, with the fees, I'm trying to decide if it is worth it.
EDIT: I just saw that there is Z0 for the JFK-CAI leg, but Z9 for the AMM-JFK leg. Is it possible to just buy-up the 2nd leg of the trip to use the miles upgrade? That would be less money, and with the fee, probably worth it.

The last time I bought up from L to M to be able to use a PMU, the agent waived the change fee, saying I was PM and buying a higher fare class. So, you might get lucky, but the change fee is policy.
