DL claims that C+ is a separate cabin class, so "upgrades" to C+ require availability of the right upgrade inventory bucket.

When you go into the seat map, you should be able to select C+ seats. In cases where you cannot due to limited bucket availability (as described above) those upgrades should automatically clear if/when bucket availability arises.

Based on personal experience, some flights will auto-upgrade and some you may need to go in and manually select C+.
I don’t have a logical explanation of why some got auto and some had to be manual other than how much available inventory there is because my wife qualified for PM a couple weeks before me and she was auto upgraded on a flight, but when I qualified I had to manually upgrade on the same flight (separate PNRs to maintain upgrade eligibility with 1 kid on each PNR)… when I qualified there were still C+ seats available, but a lot less inventory than when my wife qualified.
