Your (1) (2) and (3) comments are all valid. You cannot change to any seat if your fare class isn't available. You cannot change routing. The rules haven't changed.
Just because an agent made an exception for you last time doesn't mean it can/must happen again. Data points on FT may be from Diamonds where agents are willing to bend the rules for their loyalty.
Changing routing AND without original fare class available for SDC is waiving multiple policies. And many agents will simply not do that.

This seems like a lot of hassle. I mainly do SDC for when my plans have changed a bit or when my preferred routing is more expensive and I can live with the cheaper one if the front cabins fill up. It often makes the A fare totally worth it for me because then I can SDC to a routing that would be more expensive in Y than the A fare on the cheaper routing. It's a beautiful benefit. My SDC success on Y fares sucked as a PM. I don't understand all the routing rules and all that, usually just change connecting hubs as I hate ATL and prefer MSP/DTW. The only alternative routing I could get is some through LGA. But threatening legal action on the phone is going to get you nowhere, fast. HUCA - Twitter - whatever. I got connected to the reissue desk on my next SDC attempt (my return home). It looks like the underlying flaw is that while the reissue desk has, in computer terms, a wizbit the first-tier agents have been almost completely nerfed in what they can do, as have their supervisors. It looks like I have a gameplan going forward.
(I'm actually still going to seek out legal advice for the future...like I said, sooner or later there's going to be a meltdown.)
Edit: In today's case, it was a change from YUL-DTW-ORF to YUL-MSP-DTW-ORF. (1) An extra leg (75 TPs), (2) an extra 3400 miles, and (3) breakfast...all for $75.
