Runway 22R is open for arrivals and departures, and that is a good thing due to prevalent southwest winds in the summer. I believe that the opposite end of that runway is still being worked on, especially the approach lights which extend out into the harbor. $R would be the runway of choice on those foggy near zero visibility days.

4R-22L usage is as follows:
...Starting on June 24,2017 and continuing through August 7, 2017 runway 4R/22L will be available as follows:
1400L to 2200L daily runway 22L will be available for arrival and departures.
2200L to 1400L daily runway 22L will be available for arrivals only.
1400L to 2200L daily runway 4R will be available for departures and category I arrivals.
2200L to 1400L daily runway 4R will not be available for arrivals or departures.
1400L to 2200L daily runway 22L will be available for arrival and departures.
2200L to 1400L daily runway 22L will be available for arrivals only.
1400L to 2200L daily runway 4R will be available for departures and category I arrivals.
2200L to 1400L daily runway 4R will not be available for arrivals or departures.
22R was never closed so not sure why you mentioned that... If the 22s are in use there shouldn't be any issues. If winds suggest the 4s and it's from 10pm-2pm (when 4R is not usable) there will likely be a combination of 4L and either 9 or 15R.
