If you pick DL as your preferred airline with your Plat AMEX for the $200 annual reimbursement the $29 fee will be credited as part of the annual perk.

I'm surprised this works at all unless you and your brother have very similar first names or he's saying something like the card shows his middle name vs first name on his ticket.
Give it a shot if you'd like, but it's not supposed to work so I'd suggest not pushing or getting upset with the agent if you're refused.
And yes, there are definitely better ways to spend $29 in 20 minutes.
