Two weeks ago, my TYS-ATL(economy) and ATL-MCO (1st class) flights are both delayed by 1.5 hrs and 2.5 hrs respectively, and my luggage was damaged in an earlier TPE-DTW (business class) flight. I emailed the customer service and complained about this situation. 7,500 miles are offered as a compensation for the delay. The customer service also asked for more details of the damaged suitcase. Don't know what they'll do for the suitcase.

Dl tends to throw miles at these things because all they do is leave pax with more miles competing for the same awards and the like. Beyond that, for a 6-hour delay without overnight, not likely you will see anything, although I'm surprised you didn't get a minor meal voucher ($6-10) on the spot.

Since you were delayed on an EU departing flight you should be eligible for EU compensation in addition to what Delta gave.

Will look into this - as this was a KLM flight AMS-IAD on Feb 3rd, 2012.
Scheduled arrival time 3.20pm actual arrival time 8.25pm.

FWIW when I send complaints to DL I focus on the things that I feel could have been done better and not on the factors that DL was unable to control. In the case of a maintenance delay, there's usually a notification lag that occurs, so I would focus on that. If you were given adequate notice, you could have made other plans, blah, blah, blah. Also, of late I've focused on capacity constraints on some routes that has made it impossible for me to confirm other flights when maintenance issues occur. I would not focus on the maintenance issue itself - stuff happens. If you fly enough you will get delayed. How the airline handles those situations is the stuff that complaints are made of :)

Also, I always indicate that I do not require a response unless I feel that there is a legitimate dialog that I want to have with a CSR. Since most of their responses seem to be boilerplate anyway, I'm not one to want to do that. In my mind at least, it feels like this way I'm not blatantly asking for some compensation, rather raising a customer service issue that I would like to see addressed in the future.

I wouldn't be surprised if DL sets aside a "yearly allottment" for medallions in terms of customer service mileage grants. The total amount per pax may depend on level, revenue, etc. I've submitted 2 this year resulting from maintenance delays. One causing a misconnect where they put me on AA in the middle of the back row (7500) and one causing a misconnect where I spent the night in ATL (19000). I'm thinking that my allottment might be about up, so I'm hoping I don't have any more issues any time soon or they might fire me like NW did that guy who complained to much :)

Wife delayed MSP - CDG (DL 220 26APR12MSP)
 
My wife was on a Skypeso award ticket earlier this week and was delayed from ~4PM to midnight due to a mechanical issue. The plane was struck by lightning earlier in the week and the flight was cancelled the previous day due to the same issue.

Delta bought her dinner ($16) and gave her a $100 travel voucher. I see references to argueing that since this flight terminates in Europe, European rules may apply. Has anyone had any luck on this?

Those references are wrong. EU 261/2004 rules apply to U.S. operating carriers when operating from an EU airport, but not for a flight to one.

3C is certainly correct about the EU law not applying.

I would add that if being struck by lightning is not an act of God, I do not know what is.

The plane was struck by lighting earlier in the week - I would imagine an "act of god" excuse can only be valid within a certain time frame (48 hours max) in that instance.

Compensation for delay
 
In ATL on flight 791. Been on the plane at the gate for close to 2 hrs. There was an issue transmitting weight and balance data to the plane. Now the crew has timed out.
Ideas as to appropriate compensation?

Depends on what time you get in. Looks like your flight is out of the gate and awaiting takeoff so it sounds like they found you a replacement crew. So depending on what time you arrive, will dictate your voucher amount.
