I do not believe GA's do this regularly but it is the prime reason that people think shenanigans are being played. It is possible for a GA to tell everyone F is full, tell them to board, and then UG somebody else either deliberately or out of laziness. The more FTers who know how it works the better because a good FTer will stick it out till the end unless OH space is absolutley critical.
