Barclays says that you earn “miles” but you’re actually earning cash back with the card since you can’t transfer your Barclays miles to airlines. But you can redeem them for statement credits at 0.5 cents per mile (poor value) or 1.05 cent per mile if you redeem for travel.
You get 5% of your miles back if you redeem for travel, so 40,000 miles gets you $400 towards travel and 2,000 miles back (5% of your miles back). You must have at least 10K 'miles' in your acct if you wish to redeem as a travel credit. 2500 'miles' can be redeemed for a stmt credit though.
If you want, you can redeem miles to cover a portion of a travel charge instead of the full amount. For example, if you have 80k miles and a $740 airline charge, you can choose to redeem just 70k to cover $700 of the charge.
You earn 2X miles on all purchases, so you’re effectively getting 2% cash back for each purchase. But since you get 5% of your miles back when you redeem for travel, this is effectively a 2.1% cash back card when miles are redeemed for travel.
This makes the Barclaycard Arrival PlusTM World Elite MasterCard® (with 2.1% cash back for travel) better than the Capital One Venture card which offers only 2 miles per $1 or 2% cash back, only if you spend $30k+ per year after first year, because Arrival Plus AF is $30 more than Venture.

Similarly, I bought a gift card to use the rest of my balance, but it's only letting me use 2500 miles towards it instead of 3000 mi even though it's more than $30. But it will let me use 3000 mi against the annual fee. If I use it against the annual fee, will they still refund me the full annual fee?

Called this morning, the front line rep transferred me to Reward Dept and got a rep based in Wilton, Maine.
He opened a case on the request to redeem it against the payment for Visa application fee. Outcome would be seen in 1 to 2 billing cycles.

You can save up those points for 20,000 to redeem $200 statement credit, or open Fidelity CMA (free by the way), and start redeeming them at 5,000 points to $50.

I have 10K miles left on this card, which I must have to cancel by October to avoid the annual fee. I don't have any eligible travel expense coming in next two months. What are the possible 'manufactures spend' (Airline gift card ?) that qualifies for redemption.

The process is given on Barclays own website. I set my PIN online and then there is a link to direct you to read the instructions on how to prepare the card for international travel.
Frankly I dont recall ever receiving a PIN from Barclays when the card comes. There is never a separate mailer for PIN.
Since the function to set PIN is display on the Account Summary screen, under Manage Account, I assume that one would set one's own PIN online.

"When you travel abroad, please note that you must sign for your first transaction at a location with a cashier or attendant. After your first transaction has gone through, your PIN will be activated and you'll be able to use your card at unattended terminals where a PIN is required".
Now, I did charge a few signed transactions in Munich before I attempted the S Bahn machines. Since it worked for wsflyer at the S Bahn machines, then I have to assume that my PIN did not activate as was supposed to per the instructions or maybe the PIN doesn't activate until the initial signed transaction actually posts. Again, I was able to use my Andrew's card there with no problem.
Did anyone else have similar issues?

I notice my reward miles balance went down by a large amount, upon reconciliation of recent activities it looks to me 40K was redeemed, 4000 came back as 10% rebate, and a pending, not yet posted charge has its earning included in the balance.
Yet, I have not seen the $400 credit shows up in my account.
Does this mean the request on redemption is granted? If so, how long it takes the credit to post?

No. You will be given several options including 25,000 for a $250 credit and 29,700 for a $297 credit. If it is not an even dollar amount the number of points required for a full credit is rounded up to the next 100 points. For example 157.37 will allow 15,000 for a $150 credit or 15,800 for a $157.37 credit.
