Also at Tsui Hwa, I've seen machines printing out only the slips with HKD amount. It's like DCC is disabled by default on those machines. They print out carbon copies as well.

But moondog, if Mastercard, this isn't technically true. MC's chargeback manual allows post-event assertion of DCC opt-out. Yes it might appear to allow buyer's regret. But given it requires the MC-issuing bank to help apply this chargeback I don't see a lot of scope of abuse of this theoretical loophole |

Not all Tsui Wah locations have full charge. Cannon Street has a full terminal. Mongkok argyle street has contactless only. Central takes no card (but it's renovating so they may put one in when it reopens).

I used my CSP and got hit with DCC at Mr. Pancake Plus at Hong Kong Plaza (in Shanghai). I immediately complained that their system wouldn't honor my wishes, but staff ensured me it would.
I waited for it to post like the ikea charge, and surprise surprise, I was charged the DCC amount, not the RMB amount. :td: I disputed the overcharge with Chase, and they immediately credited my account the difference. Good service from Chase ^ |

Unlike HK (Rainbow, acquirer Hang Seng) or Maldives (Taj Rxotica, acquirer Global Payments), if you see DCC wording in China, you've been DCCed for certain. A Mainland Chinese slip must be completely DCC-verbage free to confirm DCC has been successfully avoided. Accept no DCC verbage there - void the slips til they get it right or submit alternate payment.

Milksteak - congratulations, you've just robbed Peter (Chase) to pay Paul (Pancake Plus' acquirer). Pancake plus will not be charged back for its non-compliant actions - Chase comped you out of pocket. Dunno which of the two you treat as the bigger evil.

I asked them if they could put some kind of pressure on the merchant or Visa, to properly follow DCC rules, as this scam-like behavior really makes me want to throw my card in the drawer and reach for my Amex in the future. I'm not sure how effective that message is or if that kind of pressure even makes sense as I might not understand the inner workings of DCC well enough. I could be barking up the wrong tree so to speak. I figured some kind of effort to speak up against this is better than none. It's been a few days already and I've only received a reply saying they're still looking into it. I will share further info here if and when I get it. It will bother me if Mr. Pancake goes "unpunished". Whether it's a chargeback or some kind of warning from Chase or Visa, something, anything. I also left a restaurant review on a popular site, which I sternly mentioned about the DCC scam and how they won't honor your request for local currency charge on the slip. That's all I can or have time to do after the fact. As for Chase, I've given them the info and made it clear what the issue is and what I want them to do for me. We'll see what they finally reply with. |
My very first encounter with DCC!
Clerk at the Prado Museum gift shop in Madrid asked politely "Euros or Dollars?" She seemed a bit taken aback at the ferocity of my response. |
