The bunker is a data storage center that was converted from a paranoid oil-billionaires personal bunker (in case of nuclear war). Continental rents out space in the bunker for their critical backup systems and space in the building on the surface for their operations backup (planning, scheduling, etc.).
If a huge hurricane hits the Houston area, the employees will be evacuated to this location and basically run CO from it.

The link in quote below jump to the thread about CNN Video introducing CO's operation, including the bunker we toured in DO III.
Looks like CNN still save that video in their server.
(I just copied my post from "Big tour announcement for the Cigarman/Co event III. The BUNKER is IN!" thread. link)
Then flyzabit provided other link for public information about this bunker, later in the same thread.

This is the thread that "bunker visit at next DO" idea came up from Vulcan, to his credit.^

Yessiree, all the comforts of Chelsea
. Water, snacks, etc. were all there and all the stuff looked familiar. The guide said catering refreshes the supplies every so often. Dated supplies are distributed to DL flights

Check out the photos and links in this thread:

Remember, CO rented space in both the bunker and the adjacent office building. Only the servers are down in the bunker. The backup operation center is up in the ground floor of the office building.
CO is only planning for hurricanes/flooding with this facility. They're not planning to run an airline during a nuclear war.

I had a chance to speak with Larry Kellner in between the Q&A sessions and he was very interested in talking about the bunker. I asked whether Tropical Storm Allison had effected their operations in downtown and whether or not that was a signal to them that something had to be done.
I was told that though they didn't lose their data center during Allison they lost all of their connections to the outside world (fiber) except one and were down to a few generators for keeping the place running. He said after the Medical Center, the downtown office of Continental was next in line for emergency supply on the Mayor's list.
It is very interesting to me to hear stories like that as I worked for a company that lost just about everything in the downtown flood. Their entire data center was underground and was written off when everything finally dried out. Hearing Larry's concern about those issues was good and it was equally interesting to hear his enthusiasm over the bunker.
